You can close this out.  I found it highly suspicious that one player has 19 total games, and all 19 are with the same opponent.. but if they are not multis, I will just finish the game as is.  
The only reason I looked into their history was because of extremely odd positioning, attacks, and reinforcements... like rck (green) having control of Australia in the first 2 turns of the game (good luck!), and then putting his full stack of 11 armies in Magadan which blocked my 2 biggest stacks from combining.  I thought it odd, but kept playing.  The next turn, Stax (blue) wiped out that australia bonus... which seemed an obvious move - but Green continued to reinforce in random areas that only appear to block yellow and red from getting a bonus, and leaves blue (the obvious leader in the game) untouched.  This happened 5 or 6 turns in a row and each time I expected to see something that made sense... nope.  Each reinforcement and attack that I could see were unexplainable.  I've played thousands of games, all of them fog... and I hadn't seen something this nonsensical before.. so it made me curious enough to look into their history together.  I saw they played all games together and it made more sense
